IAS probing cop who allegedly raped ‘curfew violator’ in Bulacan

MANILA, Philippines --- A police lieutenant is under investigation for allegedly raping a 24-year-old woman in San Miguel, Bulacan on Wednesday morning, Philippine National Police (PNP) Internal Affairs Service (IAS) said Thursday.

In a report, Regional IAS in Central Luzon identified the police under investigation as Lieutenant Jimmy Fegcan, 41, assigned at the San Miguel Municipal police station.

IAS chief Lawyer Alfegar Triambulo said based on the report, the woman-victim was initially arrested in Barangay Poblacion on Wednesday at 2 a.m. for alleged violation of curfew ordinance, specifically, Provincial Ordinance 87-2020.

The victim was brought to the San Miguel Municipal police station for profiling when Fegcan asked the victim to stay in his barracks to rest, the report added.

Police said the victim was sleeping when the police officer, who was naked, allegedly touched her breast. Subsequently, reports said the policeman then undressed the victim and raped her.

After the incident, the suspect ordered the victim to dress up and brought her home at 3 a.m.

The victim returned to the police station to report the suspect's crime.

The IAS said Fegcan is now under restrictive custody of the San Miguel police while complaints of rape are being prepared for filing before the Office of the Provincial Prosecutor.
